What is the Mega Project?

All Peoples has filed plans with the City of San Diego to erect a 53,000 square foot mega structure, including a 900 person sanctuary, 20+ classrooms, oven a dozen offices, and 8000 square foot gym, and close to 400 multi-level parking spaces on the small and narrow plot of land between the Chevron station and the 8 Freeway, just east of College Ave. The potential negative implications for the Del Cerro community are immense and the final City Council vote is on January 9, 2024!

Transparency Matters

How did the applicant take ownership of this land the same day San Diego City Council unanimously approved the development of 24 homes? How did a project of this scale make it to the formal planning process when the Navajo Community Plan does not support this type of development? Why did the applicant buy a house on Marne (immediately adjacent to the project site)? Why do local community representatives that are supposed to be representing the community, have a history of taking funds from the applicant for their unrelated community efforts?

So Many Unanswered Questions!!

On December 11, 2017, the San Diego City Council unanimously approved a plan for the construction of new family homes. Yet the same day the land was transferred to Light On A Hill, LLC and the plan drastically changed to allow the creation of a mega multi-use corporate complex. Given the questionable process that a change from tax-paying housing to a tax-exempt mega corporation occurred, what could happen if the developer (or new owner) decides to alter use again or change the plans to some other “institutional” purpose? Misrepresentations have been made over and over that the plans are, or will be, available for citizens to review. Repeated attempts to obtain the plans have not been successful. The applicant continues to move the goal post. The size and scale of the project keeps changing and the community cannot get straight answers from the applicant or the City.

Yes, we believe it is not too late to stop this mega project. But it will take a tremendous outpouring of community action to make that happen. There are some specific steps we feel are important:

What are the Concerns?

Zoning – The land is zoned for low density residential (RS 1-7), which per the San Diego Municipal Code, explicitly does not allow for religious assembly.

Traffic – how can this mega project with growth plans of their size and scale effectively ingress and egress from this plot of land and what is the impact of yet another traffic signal so close to the freeway on/off ramps.

Land Use – what about environmental concerns, water shed, view corridor, sound protections, natural resources, and the impact of having to move over 50,000 cubic yards of fill!

Safety – how will the massive increase in vehicles coalesce with a neighborhood of young children and a nearby elementary school. Read the analysis of the applicant’s traffic study that we commissioned. Link here.

Lack of Transparency – from the onset this project has been operating in the shadows. From the initial land acquisition, to the lack of community involvement at local council meetings, to the home purchase on Marne, the community has been in the dark.

Not a Fit for Community Plan – The Navajo Community Plan expressly does not allow for institutional use, which is why the applicant is simply trying to add a “cross” to a 40 year old map called “Figure 24.”

What’s Next?

It is critical that as many community members become aware of the Save Del Cerro initiative and continue to reach out and get actively involved.

Navajo Community Planners – Unanimously DENIED recommending approval of the project.

Planning Commission – Recommended APPROVAL of the project to City Council however they expressed serious concerns with the traffic study, amongst other concerns of the intensity of use.

City Council – January 9th 2024 @ 2pm is the final meeting and vote! Here is the agenda.

Please call the council and send an email, expressing your concerns with the mega project and its effect on the potential housing supply in our city as well as other concerning issues.

This is another reason why our new TRUTH vs “FACTS” page is so important. When the lobbyist tries to control the narrative they call it a “fact” however when we publish damning videos and well documented information it becomes TRUTH. 

City officials, please be sure to recognize the difference between a lobbyist’s claimed “facts” and researched TRUTHS.

On July 19, 2018, the City of San Diego Planning C On July 19, 2018, the City of San Diego Planning Commission was asked to vote on an initiation to amend the Navajo Community Plan. This was the first formal step in allowing the mega project to proceed with the permitting process. 

At the crux of this project is whether the ZONING for such a project, religious assembly, would be allowed in residential zoning RS 1-7 (which according to the San Diego municipal code it is NOT allowed), or if they would need to apply for rezoning to institutional use (the proper method). 

In the video you can hear former Deputy Director of Development Services Department say “we do not have institutional zoning in this community plan,” yet from the Community Plan it appears Institutions (and industrial or commercial) DO indeed exist. 

We are perplexed why the Planning Commission and City staff supports the applicant simply adding a ✝️ to “Figure 24” of the community plan. See our previous post, “Zoning Sleight of Hand”

On July 19, 2018 the San Diego Planning Commission voted to initiate an amendment the Navajo Community Plan, thus opening the door to the All Peoples Mega Project. 

We find a couple very interesting and disturbing facts surrounding this particular meeting. 

1. Considering how much uproar there is in the community currently about this project, it is odd that on the day of this planning commission meeting there was not a single community member present to speak in opposition. Might that be a failure of the local community groups (ie. Del Cerro Action Council) to properly notify the community about this critical meeting and garner some support? 

2. Former deputy director of the planning department, Laura Black, spoke in first person about the project as if the project was her project, rather than speaking in third person and using phrases such as, “the applicant proposes.” Instead she repeated uses the word “we.”

3. The applicant, city staff, and the planning commissioners, clearly understands that religious assembly is not allowed in residential zoning RS 1-7, but creatively think that they if they simply draw a cross on a map from 1982 then everything is copacetic. 

4. Slide number two is disconcerting. After the unanimous vote by planning commissioners to approve the community plan amendment, one of the commissioners (Haase, no longer a member of the planning commission) in jest tells the staff to go ahead and get their red marker out to add the cross to the community plan. Then they all have a good laugh. 

What we see here is evidence of:

- zero community opposition which implies very poor communication and transparency within the community.
- City staff which appears to side with the project applicant rather than remaining unbiased
- planning commissioners, staff members, and applicants that can have a good laugh at a community’s expense when there are no representatives from the community to defend themselves.

It is unbelievable that the All Peoples mega proje It is unbelievable that the All Peoples mega project is so tone deaf that not only do they claim to have made changes based upon community input (what input, seriously, who have you spoken with that has given you the input you claim to have), but they also DELETE comments they don’t agree with. 

This must explain why they also feel they can be unwelcoming to people of certain beliefs and sexual orientations. They can just DELETE them through gay conversion therapy with the help of their partner church, Living Hope Ministries. 

This toxic and dangerous project is not welcome in Del Cerro.

We felt it was not appropriate whatsoever for just a few members of the community to meet with them, when the entire problem all along has been a lack of transparency. 

In an effort to avoid further behind closed doors conversations, Save Del Cerro respectfully declined their offer to “build a bridge” between them and the community. We offered them a recommendation for proper communication channels to reach the community.

We are not negotiating on this project. It is not a fit for the community, it is not allowed in this zoning, it is not a welcome addition to Del Cerro. 

We will continue to express our rapidly growing opposition efforts to the Navajo Community Planners, the San Diego Planning Commission and ultimately to the 9 members of City Council.

The traffic study we are all waiting for won’t b The traffic study we are all waiting for won’t be accounting for the fact they will be operating and having meetings nearly EVERY DAY of the week. 

900 person sanctuary with nearly 400 parking spots. 

Anyone who believes them when they say they plan to be quiet 6 days a week and only be busy on Sundays only needs to spend a few minutes researching their lofty growth goals and current schedule of activities. 

FACT: the Pastor even stated online himself in a YouTube video we have previously posted, he DOES NOT intend to just be a “Sunday church” (same video he admitted to wanting to become a MEGA church) 

FACT: don’t believe the “facts” they are claiming. We’ve researched extensively and have posted videos and photos of the real FACTS.

This location however would be absolutely perfect for the mega project applicant. 

Hundreds of parking spots, an existing large building, freeway close, no concerns for traffic/safety/environmental, not removing land that has an approved housing project, not manipulating zoning laws, not upsetting an entire community, not affecting unknown groundwater and runoff, located near their target SDSU students.
The City of San Diego has a bad taste in their mou The City of San Diego has a bad taste in their mouth dealing with RLUIPA (Religious Land Use and Institutionalized Persons Act) cases. Unfortunately @toddgloria was at the center of a 2013 RLUIPA case (a Councilmember at the time) when North Park’s Academy of Our Lady of Peace sued the City under RLUIPA law, won the case for $500,000 of taxpayer money. A few years later the City reversed course on a project rejection and instead they approved the Mission Valley Legacy Center, perhaps to avoid an even larger RLUIPA lawsuit. 

These two situations should not make the city attorney @marawelliott gun shy about protecting long standing Community Plans and defending the San Diego Municipal Code. 

The current San Diego Municipal Code does not allow religious assembly (or a myriad of non-secular projects) in RS 1-7 zones. 

We’ll continue to highlight why the City should be brave enough to deny the project on land use reasons and not fear RLUIPA. 

@toddgloria @marawelliott @cmraulcampillo please continue to review the FACTS, the code, the history, the community plan and you’ll hopefully agree that the applicant is proposing an ill-fitting project that is not defensible with RLUIPA. 

Don’t be afraid to do what is right for the City of San Diego and your residents by these potential threats of litigation that you can defend against.

(And don’t forget, there is already a 24 unit housing project APPROVED for this plot of land, and we ARE in a housing crisis still).
The Navajo Community Plan has specifically called The Navajo Community Plan has specifically called out topography and physiography for almost 40 years as critical components of proper development. 

The proposed mega project (religious assembly) not only isn’t allowed in residential zoning (RS 1-7), but  the renderings presented to the community seem to violate nearly all of the Navajo Community Plan topography and physiography concerns.
The communities in the Navajo Community Plan (Del The communities in the Navajo Community Plan (Del Cerro, San Carlos, Allied Gardens, Grantville) have dozens of places of worship. Adding another location for religious assembly does not meet an underserved need. This is NOT a more desirable project than what is currently approved: 24 single family homes. 

Also, considering the applicant has very few members that actually live in Del Cerro, and they have made it clear they want to cater to students from SDSU, it’s fair to say there are dozens of MORE places of worship already by the college that can serve this need.

The communities covered by the Navajo Community Pl The communities covered by the Navajo Community Plan (Del Cerro, San Carlos, Allied Gardens and Grantville) have some of the best recreation resources in the city. We don’t need this project approved just so we have access to their gym/meeting space. We also have plenty of those nearby already.
